Preparation of Concept Plan for Sabarimala

Location: Kerala, India

Project Description:The Sabarimala Pilgrimage comprises various stakeholders with varied interests and priorities. The Outline Report or Concept Plan was developed through extensive research and consultations with over 45 stakeholders associated with the pilgrimage to the Holy Shrine. It considered all previous reports on streamlining pilgrimage to Sabarimala and unlike most previous reports, not only identifies solutions but also, prioritises and recommends feasible interventions that will improve facilities by the 2005 pilgrim season. The Company has been able to broadly build consensus between all relevant stakeholders including the Travancore Devaswom Board, State Government and the Central Government.  The identified interventions include development of a base camp at Nilakkal, provision of civic amenities such as drinking water, resting areas, toilets, hospitals etc, provision of a comprehensive solid waste management system, and various transportation interventions.

Services Provided: A detailed assessment of the existing situation, issues and suggested probable interventions required as part of development of concept plan was undertaken. Essential interventions for immediate improvement of the facilities to the pilgrims as well as for environmental improvement and the land area required for implementation of these has been suggested. Based on this, the implementing agency namely, Travancore Devaswom Board and Government of Kerala proceeded on the sanctions for transfer of land from the Periyar Tiger reserve and the surrounding Forest division. Following the direction in the Concept Plan, the hon'ble Supreme Court of India sanctioned required forest land (110 ha at Nilakal and 12.675 ha at Sabarimala) for implementation of works.
