Rapid Impact Assessment (RIA) of Initial Resettlement under Mumbai Urban Transport Project

Location: Mumbai City

Project Description:The implementation of Mumbai Urban Transport Project (MUTP) necessitates displacement of 19, 228 households, of which, 10,000 households fell within the safety zone of railway corridors. These houses had to be relocated on emergency basis under the directives of Honourable High Court. Society for Promotion of Area Resource Centers (SPARC) along with its Associate National Slum Dwellers Federation (NSDF) carried out implementation of resettlement on behalf of MMRDA. The project independently assessed the implementation of initial resettlement and provided feedback to the World Bank and Government of Maharashtra as to whether the resettlement has been carried out in accordance with R&R principles agreed under MUTP.  The study provided guidance to remaining resettlement requirements of MUTP. 

Services Provided:

  • Direct interaction with PAHs on their perception of the process
  • Technical observations on adequacy and functioning of amenities and environmental infrastructure provided at the resettlement sites.
  • Review of delivery of entitlement
  • Based on analysis of peoples' perceptions, objective assessment of infrastructure facilities at the sites and observations in focus group discussions the study highlighting positive aspects of initial resettlement, areas that need to be improved and lessons for future resettlement under MUTP.
