Development of Comprehensive Environmental Pollution Abatement Action Plan for Critically Polluted Industrial Clusters in Rajasthan

Location: Pali, Jodhpur, Jaipur and Bhiwadi Districts in Rajasthan

Project Description: Environmental Pollution Index (EPI) is a tool to rank the industrial areas based on a rational number to characterize the quality of the environment at a given location. Larger the EPI, it could be expected that an increasingly large percentage of the population is likely to experience increasingly severe adverse health effects.

In India, Central Pollution Control Board (CPCB) in association with Indian Institute of Technology, New Delhi, carried out an environmental assessment of industrial clusters across the country. Based on this, Comprehensive Environmental Pollution Index (CEPI) was calculated to identify polluted industrial clusters in the country.

Four industrial clusters in Rajasthan namely Bhiwadi (ranked 6th), Jodhpur (ranked 23rd), Pali (ranked 31st), and Jaipur (ranked 58th) have figured in the list published by the CPCB. These clusters need to have long term comprehensive environmental management plans to improve their environmental performance.

Step I: The CPCB expects that the estimation of CEPI be a dynamic and ongoing process and continuous flow of additional data and information in assessing CEPI is ensured. The industrial clusters/areas were subjected to detailed environmental investigations for defining the spatial boundaries along with the extent of eco-geological damages. The outcome of these steps was used for preparing a comprehensive remedial action plan.
Step II: this involved a detailed assessment of various environmental indicators and investigation of the status of environmental resources such as land, vegetation, air, and water. Spatial and temporal variations in various environmental indicators were analysed and inferred for this purpose. This helped in ascertaining the extent of damage of the various environmental components.
Step III: A detailed action plan for pollution prevention, abatement and control as well as remediation of various environmental components, employing the green technology/modern technology and appropriate engineering practices, was the subsequent step. This involved a detailed consultation and brainstorming in a hierarchical and structured manner with the various stakeholders, such as industry representatives, health experts, ecologists, local NGOs, technology experts, policy-makers, and regulatory agencies. A comprehensive implementation mechanism including financial, manpower, and technology had to be put to work in a time bound manner with an efficient monitoring mechanism. The effective implementation of the remedial action plan will help in abatement of pollution and to restore the environmental quality of these industrial clusters.
