Project Description: The government of India's ambitious project of setting up 1,00,000 Common Service Centers (e-kiosks) takes technology to the doorstep of the common citizen in rural India .E-kiosk is seen as a nodal point to make e-governance meaningful. To work out the project modalities, the Department of Information Technology (DIT) has chosen Infrastructure Lending and Financial Services (IL&FS) as the national level agency (NLA). As a group company, IEISL provided the all important geographic information (GIS) based planning information for this ambitious project.

IEISL‘s services included providing the initial directions and guidelines for suitable locations and group of villages to be surveyed for the establishment and operation of the CSCs. The customized GIS database for the project included information regarding village catchments and socio-economic parameters. The identification of location was done at a cluster level with necessary threshold for distance.The project activities included:

  • Identification of potential villages based on key parameters with the help of a customized GIS database.
  • Delineation of village catchments & cluster with ratio, distance, social and developmental characteristics as parameters.
  • Categorization of village catchments for detail survey
  • Development of suitable cluster index (High Income, Medium Income, Average Income, Poor Income Village Clusters) for identifying CSC locations across the country.

The Customized GIS database comprised of all villages with census statistics as per 2001 census (Total population/Total Households/ Literacy rate/Occupational structure), all administrative boundary & administrative headquarters up to block and village panchayat level, road & Railway network (NH/SH/Major Road/Medium Road/Other Road/Railway Line), key economic potential village (KVIC), Landmarks (40 categories like post office/Railway Station/ Village market/school/hospitals etc.) and Broad land use category and terrain condition.
